Governing Effectively
Citizens’ Security Programme
Description- The overall goal of the Citizens’ Security Programme is to reduce the levels of crime and violence in the country by strengthening efforts to prevent, counteract and control factors associated with criminal acts and violence. Special attention is given to “at risk” youth, strengthening crime management capabilities and developing community interventions.
The Programme which emphasises the ‘nurturing’ aspect of the Government’s fight on crime complements the traditional law enforcement activities of the nation’s security forces. Importantly, it supports efforts to introduce and reinforce, on a pilot basis, interventions at the community level that address the most pressing forms of violent crime today and contributes towards the building of a more stable and peaceful society in the future.
The Programme is partially financed by the Inter-American Development Bank (IDB) and consists of three components: (i) institutional strengthening of the Ministry of National Security; (ii) co-ordination and implementation of community-based preventative and restorative strategies; and (iii) social marketing, public education and media engagement.
